Dr Jeffrey W Liu

Dr. Jeffrey Liu is a board-certified ophthalmologist specializing in vision correction, cataract surgery, and corneal disease. He helps patients achieve clearer vision through advanced laser eye surgery (LASIK, PRK), implantable contact lenses (EVO ICL), and lens-based procedures such as refractive lens exchange (RLE), also known as clear lens replacement (CLR).


Dr. Liu completed fellowship training in Cornea and Refractive Surgery under world-renowned surgeon Dr. Roger Steinert at the UC Irvine Gavin Herbert Eye Institute. He is passionate about tailoring treatments to each patient’s visual goals—whether it’s seeing without glasses, restoring clarity after cataracts, or managing corneal conditions. He is known for taking time to understand each patient’s needs and lifestyle, prioritizing comfort, safety, and visual outcomes that support a return to daily life with greater visual freedom.

As a cornea specialist, Dr. Liu offers medical and surgical care for diseases such as infections, scarring, and keratoconus. He performs ultra-thin partial-thickness corneal transplants (DSAEK/DMEK) to restore vision with fast healing and low risk of rejection. When appropriate, corneal transplantation can also be combined with cataract surgery.

As a cataract surgeon, Dr. Liu uses a micro-incision technique for faster recovery and precise visual outcomes. He offers:

  1. Toric lenses to correct astigmatism
  2. • Multifocal and Extended Depth of Focus (EDOF) lenses to reduce dependence on glasses
  3. Light Adjustable Lens (LAL) — the only lens that can be customized after surgery and available through select surgeons in the Bay Area

For patients considering LASIK, Dr. Liu offers both Wavefront-optimized and Contoura topography-guided LASIK, allowing for highly personalized laser vision correction. He also offers EVO ICL for patients with high myopia or astigmatism who are not ideal candidates for LASIK. Dr. Liu trained at the Navy Refractive Surgery Center in San Diego, where he performed LASIK and PRK for military personnel, including naval aviators.

Dr. Liu teaches cataract surgery to Stanford University residents at the VA Palo Alto and has published research on cataract techniques and intraocular lenses. He has been invited to contribute expert commentary in journals including Current Opinion in Ophthalmology and Expert Review of Ophthalmology.

Originally from Mesa, Arizona, Dr. Liu earned his undergraduate and medical degrees from Brown University, completed residency at UC San Diego, and served as chief resident. He speaks Mandarin and enjoys hiking, travel, and spending time with his wife, two daughters, and their dog.
